Due to the restrictions imposed by the CDC and Governor Ron DeSantis’ executive orders on covid19, at a special EC Meeting on 5/3/2020 the Executive Committee voted to follow The American Legion of Florida Department Executive Committee Resolution 20-01 .
In that all Post officers both elected and appointed will remain in office until the next Post election cycle.
This is in line with what a majority of Posts in District 12 have already voted to do

Memorandum to: All Legion Leadership

Subject: Resolution #3 – Cancellation of 2020 National Convention and awarding of 2026 National Convention
Attached please find a copy of Resolution #3, originating from the NEC Subcommittee on Resolutions concerning the cancellation of the 2020 national convention in Louisville, Kentucky and the awarding of the 2026 national convention.
Although all the votes are not yet cast, I would like you to know that a majority of the NEC has approved this resolution; therefore, the 2020 national convention will be cancelled and the 2026 national convention will be awarded to Louisville, Kentucky.
When we receive the rest of the votes, we will provide you with a final tally. For clarification’s sake: the national commander consulted at length with the Advisory Committee to the National Commander concerning the safety of The American Legion Family and the obligations which were forthcoming during the summer months. They recommended to the national commander, who accepted their recommendation, that the attached resolution be sent to the NEC.
What the resolution does not say is that all national Legion meetings between now and September 30 have been cancelled. That includes but may not be limited to:
• National Oratorical Finals
• Leading Candidate Orientations
• DSO School
• Membership Workshop
• Junior Shooting Sports
• Boys Nation
• American Legion Baseball regional tournaments
• The American Legion World Series
• Legacy Run
• Americanism Conferences
• Children & Youth Conference
• System Worth Saving and ROAR visits
• And any other minor meetings that may have been planned
It has not yet been determined when the national commander, the national vice commanders, national staff and the leading candidates will be allowed to travel again. Last night, 1,800 people in the United States died from the coronavirus, and we do not know when this scourge will end. That being said, we do not wish to expose any Legionnaire unnecessarily to the possibility of contamination. We will let you know when travel will again be authorized, but we do not expect it to happen in the next few months.
The NEC, by passing Resolution 3, has also cancelled the SAL National Convention and has given up all rooms contracted for Louisville, Kentucky, for all members of The American Legion Family. All housing contracts are void without penalty. The NEC further recommends that departments and posts follow the lead of national, but that decision rests entirely in the hands of the leadership of departments and posts. Irrespective of whether or not departments decide to hold conventions or some type of electronic communications for the purpose of electing officers, please be advised that the NEC recommends that you keep all current officers in place until next year. National will be retaining all national officers, all commission and committee chairmen, and all commission, committee and council members until they resign or are replaced or reappointed during the October 2021 meeting of the National Executive Committee.
Resolution #3 also stipulates that the per capita dues for the American Legion National Organization will remain at $18.50 for 2021.

Dear Legionnaires, Delegates, Volunteers, Alumni and Friends:
It brings me great sorrow to notify you that because of the unprecedented public health emergency caused by the outbreak of COVID-19, Florida American Legion Boys State is officially canceling the session scheduled to take place in June 2020. This decision is made in recognition of the responsibility that the organization has to the health and safety of the delegates, the volunteer counselors and the public.
Prior to making this decision my leadership team and I met with our stakeholders and consulted the board of directors, including Commander Rick Johnson of the Florida American Legion. I would like to thank all the Legion posts that have worked hard to sponsor and select delegates for Boys State this year, and the Department of Florida for their support of the program.
I want to take a moment to address the young men that were selected by Legion posts to be delegates to Boys State this year. Despite this cancellation you may always state on resumes and applications that you were selected to be a delegate to the 2020 Florida American Legion Boys State. We will be reaching out to you to provide information about scholarship opportunities that will be available to you despite the cancellation of this year’s session.
I am heartbroken that you will not have the opportunity to participate in your Boys State, but I want to suggest to you that the leadership and character that Legionnaires and teachers saw in you are exactly the qualities needed in this time of crisis. Boys State was canceled once before, from 1942 to 1945 during World War II. Many young men who would have attended the program then were instead called to serve their country in places they never imagined they would be. Your country, your state, and your peers need your leadership now, likely in places you never imagined you would be. Look for those places to use your gifts.
At the close of the 76th Session of Florida American Legion Boys State I told the assembled delegates and parents that when a crisis comes, when the next challenge for our nation arises, that I wanted a Boys Stater there making key decisions and leading. I am grateful that in this emergency we have Boys State alumni working to protect their communities. In business, public health, politics, human services and education, all around the state and nation there are Florida Boys Staters working to limit suffering and death. May God bless them in their efforts; may God bless the State of Florida; and may God bless the United States of America.

In accordance with Article 2 entitled - DEPARTMENT EXECUTIVE COMMITTEE, Section 8 of the BY-LAWS of The American Legion Department of Florida, an email was sent to the Department Executive Committee on April 8, 2020, to vote on the motion to cancel the Department of Florida 2020 Convention to be held at the Marriott World Center, June 23-25, 2020. The motion was approved by majority vote.

The Commander, Kitchen Manager, and Ron Reese were at the Post Wednesday Morning (3/18) taking care of any Perishables. Properly Vacuum Sealing items for the Freezer and making sure that nothing will Go Bad. We had $7 worth of Perishables that had to be discarded, and $20 worth that would have gone bad. Mostly Vegies and Salad Items. Ron and Arthur bought the $20 worth of items.

Arthur was in on Tuesday, 3/24 to apply the 1st Coat and 3/25 2nd Coat 3/25, to Seal the Kitchen Floor. Arthur and Ron Reese were in on 3/21, applying Steel Epoxy to the Underside of the Prep Table to alleviate the Bulge in the Middle. Epoxy is Holding Very Well. No More Bulge.
S.A.L. Commander and his Volunteers took advantage of this time and installed the South Runner Rug. EAST WING Runner Rug to be installed shortly. The Commander has been keeping up on any messages, developments, and advisories on the COVID-19 situation and how it affects the Post 163 Shut Down, and we are Posting any of these updates as they become available.
Contrary to belief, at this time, there are NO FUNDS available from the Federal, State, or City Level to help employees affected due to this shut down. Article on March 17, 2020 & 25.

I just finished talking with the District Commander and the parameters set forth by the Governor and the American Legion Department of Florida for post opening are as follows:
Because no post in Florida has a “Restaurant License” the rules for Posts opening are –
1 No alcohol can be consumed on premises.
2 Alcohol may be sold “to go” with food orders only but not consumed on premises.
3 All food sales must be “to go” but may be consumed on premises in our outside area only.
4 Nothing can be consumed inside the post.
Failure of following these rules could result in the revocation of our liquor license.
